After talking with @arbrandes and @brian-smith-tcril I think we should put this on-hold for now. There's no real easy way to get a development environment setup yet which makes building and testing a small change a hard exercise to build. So I think before we can do this, we need a "How to Setup a Frontend Dev Environment" document that people can reference.

I made #147 to track that work which blocks this ticket.
