Description

We need to add the ability to restart failed tasks via the client this will help fix tasks that fail due to missing dependencies and avoid having to work around this by submitting the molecule again with slightly different settings. The task will probably need to be regenerated and moved to the correct queue to make sure its picked up again. We should expose this via the CLI and take a task ID if no task ID is supplied restart all currently failed tasks?
