Common-1 dependency

We may need to fix the dependency to be on the landing-page rather than the core requirement class for the "Datasets ap":

http://www.opengis.net/spec/ogcapi-common-1/1.0/req/landing-page

From reading the latest version, every OGC API basically needs to conform to core, which does not imply the landing page, conformance, or API definition.

We may need to fix this in OGC API - Tiles (and Coverages, and DGGS...) as well.
