We previously required two netlify.toml files because the two services that referenced them were using two different URL paths (one pointing to the root, and the other to the overrides/ folder).

We have since fixed this discrepancy by modifying the CMS backend to also refer to the overrides/ folder in this PR. And so we can proceed to delete the duplicate netlify.toml file.
