Additional information: It seems to me that sometimes new UUIDs for the discovered items are generated, because after some time duplicates occur in the Alexa app where supposedly the older ones are marked as "offline".
Possible Solution
I'm willing to help investigating on this, if someone tells me what to do.
Steps to Reproduce (for Bugs)
Disable pairing mode in Hue Emulation.
Delete all devices from Alexa via webinterface alexa.amazon.com or via Alexa app.
Start a re-scan for devices via alexa.amazon.com or voice command.
Newly discovered devices via Hue Emulation show up.
Context
Voice commands via Alexa do not work anymore because there are ambiguous names due to duplicates. Alexa then asks which device should be addressed.
The management of devices in the Alexa app becomes difficult if more and more devices show up.

Expected Behavior
Alexa should NOT discover any items if pairing mode is disabled.
Current Behavior
Alexa ACTUALLY discovers items if pairing mode is disabled.
Lights and switches are discovered, even if not tagged with ["Lighting"] or ["Switchable"]. I'll create another issue for this in order not to mix up different problems.
