How to reproduce 🕹

1. Login as mstein
2. KfW portfolio analyst has reading rights, not writing rights for a given workflow
3. KfW PM assigned the workflow to KfW portfolio analyst
4. KfW portfolio analyst was able to close the workflow

Expected behaviour:

• KfW portfolio analyst should not be able to close the workflow, if he/she doesn’t have writing rights
