Ensure everyone who needs to access L4 can access L4

From a recent Slack thread,¹ it seems as though Alex has an active L4 login; Iain, Jaidip, and Vicky might have active L4 logins; and Alice and Andrew don't have L4 logins. Consequently, Alex is the only person who can inspect outputs and logs when a job request is completed.

Iain, Jaidip, and Vicky should try logging into L4 to check whether their logins are active. If their logins are not active, they should reactivate them.
