Scope out a short data report project

We should scope out a short data report project about the available pathology data.

[Short data report projects] provide a carefully documented source of information on data quality that is beneficial to all users of NHS data.

I think the available pathology data are found within ehrQL's clinical_events and clinical_events_ranges tables; you can find out more about these tables on the "TPP Schema" page of the ehrQL documentation.

@alexwalkerepi has helpfully found Helen's short data report on pathology data.¹
