Disable truncation in visualization legend

The events naming in a vertical bar graph can't be read in 'truncated' mode.

This needs some UX guidance for our preferred solution (@KrooshalUX will be looking at our general legend formatting and layout as part of #3368) - it gets pretty tricky to effectively wrap long, unbounded strings and still have a useful legend. The wider the legend becomes, the more space it eats up.

However, I do think it's reasonable to have an option to disable truncation when specifying "Top" or "Bottom" for the Legend position.

Note that by hovering either the legend entry or the data series will provide the full label in a tooltip.
