Is your feature request related to a problem? Please describe.

  • In Phase-1(2.10), we implemented remote state restore for IndexMetadata. We need to restore global metadata similarly for phase 2

Describe the solution you'd like

  • Along with IndexMetadata, we upload, download and restore Metadata object.

Additional context
Upload and Download of Metadata would taken care in #10527 and #10526
