[BUG] Reporting header button only displayed after adjusting date range #368

Describe the bug

When navigating to the "Discover" menu and changing the selected index pattern the "Reporting" option in the top right disappears until a new date range is selected. This behavior was different before OpenSearch (Dashboards) version 2.13.0 and only appeared since this version in our test and production clusters.
We have 3 nodes which are both master and data nodes, and each of these nodes has OpenSearch Dashboards installed as well.

To Reproduce
Steps to reproduce the behavior:

  1. Make sure you have at lease 2 index patterns available
  2. Navigate to the "Discover" UI
  3. Change the selected index pattern to any pattern except the default pattern using the drop down in the top left
  4. The "Reporting" button in the top right is now missing!
  5. Change the date range to any value except the current one
  6. The "Reporting" button now shows up again

Expected behavior
A clear and concise description of what you expected to happen.

Dashboards Version
OpenSearch Dashboards v2.13.0 and v2.14.0 seem affected in my environment

Plugins
enhancedTables plugin was additionally installed

While investigating a different bug, I noticed this happening as well (on AWS Opensearch v2.13). Refreshing the page seems to bring it back, but any change to the query makes it disappear again.
