Create and automate running of performance-related tests for OpenSearch Dashboards.

Describe the solution you'd like

Will need to define what we have already for OpenSearch Dashboards and plugins, and create it and automate it.

We have not started this yet. What is the priority? We have a lot of pokers in the fire right now.

The scope should include longevity tests to cover the issues similar to opensearch-project/OpenSearch-Dashboards#3405
