[BUG] Transient settings not taken into effect

What is the bug?

When pulling the settings: https://github.com/opensearch-project/query-insights-dashboards/blob/main/public/pages/TopNQueries/TopNQueries.tsx#L185, only persistent settings are taken into account. What happens when transient settings are present? Does it require these settings as persistent?
