Side panel resizable

Side panel can sometimes take lot of working space, especially on small screens. I think it might be useful to be able to change its width by dragging the border left or right.

This would be a bit tricky - the panel is not flexible width and so resizing it would be unpredictable to its contents and the resize action would have to be very limited. This is feasible possibly after a redesign.

We're not currently planning to do this; the minimum width was chosen to support the current sidebar design.

@bhousel : I don't know if those reasons stated some four years ago are still valid today. In any case, people with a real wide screen would probably love to make their sidebar a bit wider and get rid of those abbreviated fields.

Can we reopen this one?

@mmd-osm Oh yeah, I didn't know about this old issue. Someone opened #3447 for the same thing and I agree we should do it.
