Label placement is wrong when an area preset doesn't specify an icon

For areas that normally have an icon, the label placement does a weird thing if the preset does not specify an icon. It should probably just put the label at the shape centroid. In the case below, space is being set aside for a landuse=religious icon, even though none will be drawn.
