Deleting huge polygons that have not been fully downloaded is super easy #6062

When editing with iD, I noticed that by deleting all of the tags in a large (200 mile long) way, an error would pop up stating that the "Line has no tags." I can easily click "delete this feature," and it and all child nodes will be deleted, even if they are outside of the downloaded area, and even if the child nodes still belong to other ways miles away.

To reproduce this issue,

  1. Click this link: https://www.openstreetmap.org/edit?way=143104835#map=19/34.73691/-114.46515
  2. Remove all of the tags from the selected scrub area.
  3. Click "delete this feature" when an error comes up complaining about there being no tags.
