I struggled for a better title here, but hopefully the scenario makes more sense. A location was named "Bruegger’s Bagels" and tagged as a shop/bakery. Bruegger’s Bagels is in the name index as amenity/fast_food. iD suggests and update, which adds all the appropriate tags, but it fails to remove the existing shop/bakery tag. If you perform this update this location will be both a fast food location and a bakery, which seems incorrect.

A possible solution would be to make sure to remove any of the match_tags in the index as part of the upgrade.
