Use PSI instead of load averages for load shedding

mod_tile can shed load based on load average. Since this functionality was developed, the linux kernel added pressure stall information, a metric that is better suited for this purpose. Using this would improve load management, and allow sensible defaults that don't depend on number of hardware threads the system has.
