Additions to use policies

Pro memoria (I'll produce a corresponding PR): the use policies should contain pointers to the new privacy policy and at least the tile usage policy should require a suitable link to https://www.openstreetmap.org/fixthemap

As the use policies are in the wiki I'm not sure what you're going to produce a PR against?

True :-) getting too used to doing everything via github .... so no PR, just a text suggestion here:

For the tile usage policy, add to requirements:

• Recommended: add a link to https://www.openstreetmap.org/fixthemap to allow your users to report and fix problems in our data.

For all three policies insert before "Changes to this Policy"
