[amenity-points] render amenity=recycling with restricted access at higher zoom

in the german speaking countries every apartment building has it's own containers for recycling plastic, paper, ... but only people living in those apartments are allowed to use them. i map them according to the description on the wiki page and add an access=private to them.

problem is, mapnik still renders them even at zoom level 16, which totaly clutters the map. example: http://osm.org/go/0JhJfqRx

my suggestions for fine tuning the rendering of this tag:

1. amenity=recyling + access+private should only be rendered at zoom level 18 and higher and transparency of the symbol should be set to 50% (like it is done with amenity=parking if set to private). at zoom level 17 or lower, it shouldn't be rendered at all.
2. amenity=recyling + access+permissive should only be rendered at zoom level 17 and higher and transparency of the symbol should be set to 50% (like it is done with amenity=parking if set to permissive ). at zoom level 16 or lower, it shouldn't be rendered at all.
3. amenity=recyling + access+public (or no restriction) should be rendered without transparency and at zoom level 16. (basically as it is now)

now that the proposal for recycling_type has been approved, i suggest the following:

1. amenity=recycling with no recycling_type tag or with recycling_type=container should be rendered with the current brown recycling symbol, but without a caption (in case a name tag was used). it should only be rendered at the highest zoom level.
2. amenity=recycling + recycling_type=centre should be rendered with a green version of the recycling icon at zoom level 16 and higher. in case there is a name tag it should be rendered.
3. both for 1) and 2) the icon should be transparent if an access=private or access=permissive tag exists (just like the blue P for parking lots)

May I add a suggestion: Please render the name together with amenity=recycling, expecially, if it's a recycling centre (all of these have names here in Vienna).
