[OC-9] Components history seems to have wrong dates #566

Example:
2017/06/27 09:45:41 - Published myComp@1.1.99 <- this was 11:45 UK time
2017/06/27 07:52:28 - Published myComp@1.1.98 <- this was 9:52 UK time

This pr, make sure that published date is stamped upon publishing from within the registry, this make sure that packaged components don't contain misleading information.

On a side:
As we now have the util module oc-get-unix-utc-timestamp published we can get rid of the duplicate code and simply consume that.
