This one is straightforward:

DEBUG: checking for python extension module directory... ${exec_prefix}/lib64/python3.10/site-packages
DEBUG: configure: error: "Python >= 3.4 is required"
DEBUG: RPM build errors:

#12636/#12638, and then #12671/#12672 on top of that will make your dreams come true.

I'm sure they'll make it into releases eventually.

Why close it? It's still an issue until a release is cut with them in it...
