Upgrade CI to Ubuntu 24.04 #2133

Currently, CI uses Ubuntu 22.04 images. We should update to Ubuntu 24.04.

Note that this is probably blocked by #2132 (pretty sure 24.04 has no built-in support for Node.JS 18, only Node.JS 20 at least).
