The following makes test kitchen work on windows with the vagrant driver. Pretty small, honestly, but some icky debugging to get there. Thanks to Tim Green and Jon Morrow.

Woah that's a small diff!

I'm hoping the long-term solution is to use the Berkshelf and Librarian-Chef Ruby code to perform the dependency resolution (with some rescue LoadErrors to keep these from being hard dependencies). Hoping to get that out this week as it helps non Unix systems and eliminates another shell out.
