feature: Allow data formatting customization in UI

Describe the Feature Request

UI should allow customizing data formatting, configurable in user profile. I originally came here with request to add DateTime formatting, but other areas could also benefit from that, so it'd be best to make it general formatting/localization.

Describe the Use Case

• user does not understand hardcoded date format (especially in date picker)
• date format is not precise enough (e.g. shows day and month skipping year)
• Bandwidth and other specific number-based fields would look better if they were displaying as user itends
