[ENH] Test if folder exist when adding a site.

Describe the enhancement

When adding a new site to an existing Oqtane installation and using a virtual folder. www.test.com/admin there should be a test if the folder already exist as a page. Also when adding a page it could be nice if a check was done if there was a site with that name already created.

Anything else?

The virtual folder Admin is used to show a realy bad example :)
