Support Rules for Identity Domains #463

It would be nice if the SDK can manage rules for identity domains. Rules can then be used with policies.

Once this is available in the SDK, it would be possible to manage rules in the terraform provider as well.

@F21 we will reach out to Identity domains service team if this can be added as part of the OCI SDK.
