Andy outlined that the current marine mammal haulout report is incorrectly reporting numbers of haulouts.
Apparently the query is counting number of lines, rather than looking at usage by species.
If species use = 0 the location should not report.
Since this layer is also implicated in the issue related to buffers (#29), we will need to address both issues by correcting the reported field counts and swapping out the line layer for a buffered layer. The new report should also address (#12).
@DrewLanier should comment below on additional nuances that should be in the reports.

I have provided a buffer layer for use in the generation of the report on the Marine Mammal Haulout (shoreline use) (See .zip file linked below). The image below provides the basic report structure, one that needs to be significantly modified.
To start , Change the report field title to "Marine Mammal Species Use and Abundance"
The table should be modified by:
by changing the header on the third column to "Site Use"
with the field result being determined by the Species_use field in the attribute table field for each species specified in the two letter species code (where PV=harbor seal, EJ = Steller sea lions, ZC = California sea lions, MA = Northern elephant seals).
The "Site Use" look-up table for the codes is provided in the image below.
Add another column labeled "Abundance" with values determined by the Species_Count field for each species specified in the two letter species code. Same species code as provide above. The values to report are provided in the 3rd image below.
And finally, if there is more than one site identified by intersection with the Pinniped_Haulout_ODFW_2011_100mbuffer layer, there should be multiple Tables generated, 1 for each site. The Title of the Mammal Report should incorporate the name of the site by inclusion of the "Location" and "Site" fields of the table. So the resulting Report name would be "Marine Mammal Species Use and Abundance at Location, Site."
