• BerkeleyMapperMagic #5597 not really, but the conversations leading to that have lead me to believe/suspect that possibly spatial data (behind-the-scenes discovery and potential QC mechanism) should be separate from "collection locality" data (the stuff that gets entered with records)

Should we consider a different locality model? I think I'm hearing that people would generally be happier if localities were less like "authorities" and more like "attributes of records." (And if localities are record-shifted, would there remain any reason to keep events separate from them?)
