Gatekeep First Submissions

• If an account is making its first submission, it should absolutely be held to a higher standard than otherwise. The shorter the time the account was made before its first submission, the more stringent.
  -- Maybe have a minimum Time-to-Filesize ratio requirement before a file can be uploaded.
  -- Maybe make a role for verified/established users to opt-in to being verifiers to voluntarily check out new-account submissions beyond site staff.
  -- Maybe an easy "this upload is not what it says it is"/"this upload's images are suspicious" button for any user to click if it's an account's first upload.
  -- Maybe deny any further uploads before an account's first upload is verified.
