Getting "Committer identity unknown" in an Action

I have a Github Action that checkouts the main branch and merges it into a PR branch. A few days ago, it was working fine. No changes have been made. Today, I started getting the following error:

Run

  git config --global user.email "you@example.com"
  git config --global user.name "Your Name"

to set your account's default identity.
Omit --global to set the identity only in this repository.

fatal: empty ident name (for <runner@fv-az7[20](https://github.com/blueskybroadcast/microservice-template/actions/runs/9082368445/job/24958539304?pr=33#step:4:21)-452.v41g1nupuamevoewcxpsz2ke5g.gx.internal.cloudapp.net>) not allowed

My source code looks like this:

      - name: Checkout repository
        uses: actions/checkout@v3
        with:
          fetch-depth: 0

      - name: Fetch latest changes
        run: |
          git fetch origin main
          git fetch origin ${{ github.event.pull_request.head.ref }}

      - name: Merge main into pull request branch
        run: |
          git checkout ${{ github.event.pull_request.head.ref }}
          git merge origin/main
          git push origin ${{ github.event.pull_request.head.ref }}

My global user email and name are set. I confirmed my Github email address is the same as my commit email address.

How do I resolve this issue?
