passing data to a reusable workflow

Hi!
I am trying to settup a workflow where the caller yaml pulls a record or two from a config file and then sends it to a reusable workflow. I am able to get it working when the data comes in as input from a user, but not when I read the values from a file. Any suggestions would be appreciated.
