GitHub workflow failures due to ghcr.io error

I often encounter this error when pushing Docker images to GitHub Packages (ghcr.io), which causes my GitHub workflows to frequently fail.

buildx failed with: ERROR: failed to solve: failed to push ghcr.io/*****/*****:latest: unexpected status from POST request to https://ghcr.io/v2/*****/*****/blobs/uploads/: 429 Too Many Requests

※ I also push the same Docker images to Docker Hub without any issues.

Additionally, I often encounter similar warnings related to 429 errors when performing builds with jobs running in parallel.

Failed to restore: Cache service responded with 429

I'm very disappointed. I hope GitHub will consider and improve it.
