This workflow has a workflow dispatch event trigger does not appear when there has not been at least one active flow

I have several github actions that use this part of the code, see below:

on: 
  workflow_dispatch
....

I noticed from the android app if there has already been a workflow run then what you see below in the image is displayed, so via the button it is possible to execute Run Workflow.

But if there has not been a workflow run previously then This workflow has no runs yet. from the app it is not possible to execute Run Workflow, the button does not appear, which is instead possible from the web.
The text Nothing to see here is displayed.
