unable to transfer a user's public repo to another organization via API

hello, Im running GHE 3.8.4 and have full admin rights to enterprise, all orgs and users

We have former employees that are suspended in GH, but have lots of personal repos that we want to move to an organization called "ex-employees", and then delete the former user account

trying to transfer a user's repo results in 403 Forbidden error

I am able to transfer the user's repo only after unlocking the repo Privileged Access button

This is done manually on each repo, and I cant find how to unlock this access via API endpoint

this is my py code to transfer a user's repo to another org,

is there any way to unlock a repo Privileged Access via API?
