access pdf on github , get an error: Error rendering embedded code Invalid PDF

i put some pdf file in a github repository.
when i try to access the pdf file, it says: "Error rendering embedded code Invalid PDF", and the download link won't work.

I tried to do these same with VPN on , then it all works. With VPN off, then the issue come out.

I use chrome, safari, on Mac.
I checked the file size is < 100M, no space in filename, no Non-Unicode characters in filename.

Clear your browser’s cache. Also you can try changing your DNS to 8.8.8.8 or 1.1.1.1
