Accessing actions workflow runs by build number

GitHub Actions workflow runs have a nice, concise and incremental run number, i.e. #41, also provided with ${{ github.run_number }} in workflows.

I'd like to use them to concisely refer to a specific workflow run in pipeline reports, but there doesn't seem to be a way to link to a workflow run by number, only ID.

I'd like to suggest a new REST API endpoint that allows to query a workflow run by number, and a new web UI URL, for instance https://github.com/owner/repo/actions/workflows/name.yml/123, that redirects to the workflow run by name+number.
