Yes, you most definitely can... at the moment, i use an M1, macbook pro, but i started flutter on a config less than yours.

I started flutter with a "HP, core i5, 6th gen, 8gb ram PC".
it had times when it would lag, but if you clear up just enough memory, you could absolutely manage...

TIP: don't code with Android studio with your PC config, it could cost a lot of cpu usage
