Can't be added as an Outside contributor due to Managed (IDP) Account

Hello,
I have a second enterpise account with my employer. It uses a third party IDP for managing the accounts.

One of our vendors is attempting to invite me as an outside contributor, but requires 2 factor authentication. I have no way of turning this on due to my account being managed. This feels like a bug. managed accounts should be assumed 2FA under the hood.
