I attemped to publish a Python package to the Github Packages with the command below

python -m twine upload --repository-url https://pypi.pkg.github.com/OWNER/REPO dist/* --username GITHUB_USERNAME --password MY_PERSONAL_ACCES_TOKEN

The error message is as follows.

INFO     Response from https://pypi.pkg.github.com/OWNER/REPO/:                                                                                                                                                                                                                  
         404 Not Found                                                                                                                                                                                                                                                          
INFO     404 page not found
