Organisation permissions not granted to packages when inherited

Hi,

We have Group A that has organization wide permissions to all repositories. We also set our packages to inherit permissions from the repository. However users from Group A do not have access to read the packages.

This appears to be a bug as it is not inheriting the repository permissions.

To get around this we have to added Group A with direct access to the repository.
