Pagination for GET /repos/{owner}/{repo}/actions/runners is not working

We have about 20 runners, but the request https://api.github.com/repos/{owner}/{repo}/actions/runners?per_page=2&page=2 doesn't return any runners, nor does it include the headers.link (with the next batch)
