https://docs.github.com/en/repositories/working-with-files/managing-large-files/collaboration-with-git-large-file-storage#pushing-large-files-to-forks helpfully tells us
This is not how it should work. Instead, pushing large files to forks of a repository should count against the quotas of the fork owner.
I'm currently trying to push an LFS object to a repository of mine, and it won't let me, because my repository happens to be a fork, a property of my repository that I would like to remain true.
I get this message:
batch response: @wyattscarpenter can not upload new objects to public fork wyattscarpenter/unsong-book-fetcher
I don't think there's a way to get around this problem as of now (besides deleting and recreating the repo so that it's not a fork, which I don't really want to do). And yet, it seems like the behavior could be changed so that my goal would be possible.
Here are some examples of other people having problems with this:

can not upload new objects to public fork git-lfs/git-lfs#1906 " can not upload new objects to public fork "
