According to the documentation of CODEOWNERS files:
As an alternative to branch protection rules, you can create rulesets. Rulesets have a few advantages over branch protection rules, such as statuses, and better discoverability without requiring admin access. You can also apply multiple rulesets at the same time. Which ruleset should be applied to require review by the teams specified in the CODEOWNERS file?
Require a pull request before merging? How many approvals should be required in case there are a different teams in the CODEOWNERS? How to do it with more complex CODEOWNERS in such a case?
