Codespaces lost login state after finish initiation sometimes

Reproduce steps:

1. Init a codespaces
2. If codespaces take too much time to init than usual, wait until it finished initiation
3. It will finish initiation but lose login state in a big chance; Copilot will ask you to login, and VS Code can't by in sync with your cloud-config cause it also doesn't have a login state
4. Click login button, it will invoke a mini window to login, and after login codespaces will reload itself
5. Looping from 1
   By my tests, this issue should be related to the Network, but at the same time, it will work fine on local VS Code and Copilot, so please improve it or give an alert before users wait for too long.
