DITA Version - 4.2.3
Using Dita Java API to create pdf from the topic using a custom plugin.

The topic.xml contains ampersand. We are escaping ampersand with "&" before sending it to dita-ot.
Still, we get the error
"[Fatal Error] stage2.fo:1:17127: The reference to entity "T2" must end with the ';' delimiter."

Kindly help with the issue. I have sent a full day. Couldn't find anything yet.

Have you tried escaping ampersand using & in the DITA source file?

From what I tested, transforming a ditamap containing a similar topic with the default DITA-OT 4.2.3 PDF2 plugin generates a correct output:

Could you try to generate the PDF without any custom plugin? By simply running something like: dita -v -f pdf2 -i map.ditamap -o out\pdf

True it works fine with pdf2. When I run the dita-ot command in the command prompt, it works fine.
I used the below command on a Windows machine -
dita --input=D:/work_dsi/DITAOT/input/topic.xml --format=pdf2 -o D:/work_dsi/DITAOT/out

But, we use DITA-OT java API to render PDFs.

Do you think this is any bug in the current dita-ot version or dita-ot Java API

Are you sure the "mapFile" on which you apply the processing from the Java code is the same file with the "topic.xml" on which you applied the command line publishing? Or is it possible from the Java code you are applying the transformation on a DITA Map which refers to multiple topics, of which one of them has inside something like "&T2" instead of having it escaped like "&amp;T2"?
