Drag-and-Drop Action Sequencing Interface

I was wondering if it’s possible to create an interface similar to MultiAction or Random Action that allows users of my plugin to drag and drop actions from other plugins into mine. Such that my action executes first, followed by one or more of the desired actions.

When such a possibility is not available, if there is any workaround that could achieve this, I would greatly appreciate it.
