12V RGB Strips, and Current Limiting

I'm planning out my first project with hyperion.ng, so I want to double check to make sure everything is correct.

5V isn't going to work for me, so I'm looking into 12V strips. will a WS2815 strip work?
Also, is there a way in software to limit how much current is drawn? I can't find a high current DC barrel jack for my custom PCB, so I want to limit max draw to like 3.5A. Is that possible?
