how to handle Flags & Comments and ACMG classifications from multiple users?

So far Flags & Comments created by user1 can be overwritten by user2.
Conflicting interpretations between two users can - so far - only be solved in the comments section.

A request would be to allow user based Flags & Comments and ACMG classification. However, this would require a consensus builder that would allow to create a consensus of conflicting interpretations on which filtering is then applicable.

Here, I would like to discuss possible solutions to the multi user working experience.
