Before this command is implemented, it must be determined whether or not the desired behaviour should be a kill or a forced nick change.

I think this should be configurable by the user. If the user sets the RENICK property to on, it will make the default action of NickServ.Recover to change nicknames. But if that is not on it will KILL. I think having RENICK set to on by default is a sensible behavior.

I meant to respond to this sooner. I'm not totally sure about allowing the user to configure it to KILL, but I do think that configuration of whether or not to KILL via the configuration file could be a good idea, even if it just sets what the default for a new account is.
